HMDA Acquiring 225 Acres Of Forest Land For ORR Phase-II

PERILS OF PROGRESS: Outer Ring Road is ploughing its way through green cover around Hyderabad
Forests are being razed down for âdevelopmentalâ projects around Hyderabad. In the latest instance, nearly 225 acres of reserve forest land at Tumkunta and Shamirpet is being acquired for the Outer Ring Road (ORR) Phase-II-B project.
The Hyderabad Metropolitan Development Authority (HMDA) had already taken over about 150 acres of forest land in Chilkur reserve forest area and other surrounding areas of the city for the phase I and II-A of ORR. While environmentalists are expressing concern over the forest land being taken over for laying roads and the ORR, officials said the same extent of land was being allotted for the development of forest.
As part of the ORR phase IIB from Peddaamberpet to Patancheru, a junction is coming up at Celebrity Club near Shamirpet. For the junction and roads, about 185 acres of Tumkunta reserve forest land is being taken over by the HMDA. Other than forest land, part of the premises of Celebrity Club and Gayatri Arcade are also being acquired for the ORR.
Apart from this 185 acres in Tumkunta, another 14 acres at Shamirpet forest land and 23.5 acres in Kandlakoya reserve forest areas on Medchal road will also be taken over for ORR Phase II-B.
The HMDA has sent the proposal for acquisition of forest land to the state government which in turn will forward it to the Ministry of Environment and Forest for clearance.
The southern regional office of the ministry of environment and forest gives clearance for forest land acquisition up to 100 acres. For above 100 acres, the headquarters of the ministry at New Delhi has to clear the proposal.
âTo compensate for the forest land being acquired for ORR phase II-B, alternate land has been identified in about 100 acres at Begumpet village in Rajapet mandal in Nalgonda and 550 acres in Kondagatla village in Atmakur (S) mandal in Nalgonda district,ââ ORRâs DFO C G Swami Das said. The erstwhile Huda had acquired 44 acres at Chilkur reserve forest area for the ORR phase I from Gachibowli to Shamshabad. As a compensation, about 45 acres land was allotted to Forest department at Kazipally village in Medak district. For the phase II-A from Shamshabad to Peddaamberpet 98.5 acres land was taken over by the Huda from Masjidguda reserve forest, Turkayamjal reserve forest, Mangalpally and Peddamberpet reserve forest areas. The ministry of environment gave permission in May this year.
The HMDA gave 100 acres in survey no 143/2 at Begumpet village in Rajapet mandal of Nalgonda district to the forest department. The government holds another 100 acres in the same village. As per the Wild Life Act 1980 rules, if the state government acquires land for public purpose it has to allot same extent of land for the development of forest apart from giving funds for raising forest. The state government will have to give land compensation to the centre for the land acquired.
