Contractors To Pay For Tardy ORR Phase-I Work

Finally, the Hyderabad Urban Development Authority (Huda) has started acting on the delay over the Outer Ring Road (ORR) phase-I works.
Huda has decided to impose penalties on the two contractors of the ORR phase-I from Gachibowli to Shamshabad holding them responsible for the delay.
The four-lane work of the ORR phase-I should have been completed by June 30. But the contractors could complete only 60 per cent of the work and officials say they need another four months to complete the 24-km road.
The 24-km ORR phase-I works were divided into two packages from Gachibowli to Andhra Pradesh Police Academy (APPA) and APPA to Shamshabad. The contract was awarded to M/s Corporation Transstroy OSJC, Russia, for 11 km and 13 km works were given to M/s Continental Engineering Corporation, a Taiwan-based company.
Both the Huda and municipal administration department informed the chief minister during a review meeting that phase-I work would be completed by June 30. The chief minister asked them to complete it without any delay as the international airport had become operational three months ago.
Principal secretary of municipal administration and urban development (MA&UD) S P Singh wrote a letter to the project director of ORR, Rahul Bojja, on June 20 expressing unhappiness over the progress of work.
He asked the project director to impose penalties as per the agreement for the delay in completing the project.
Earlier, the ORR project office sent a status report on June 12 to the principal secretary of MA&UD.
“We are going through agreement copies and consulting our legal advisors to take a decision on the penalty. The penalty will be decided based on the progress of the works and deadlines given to the contractors,” a senior Huda official said.
Interestingly, the first deadline for the phase-I was December 2007. But due to hitches in land acquisition it was later extended to March 2008. In March, the deadline was extended again for another three months for completion of four of the eight lanes.
The proposed eight-lane road including structures like flyovers, bridges and underpasses will now be completed only by March, 2009.
