Flyover Work On For 10 Years

A two-member Bench of the AP High Court comprising Chief Justice A R Dave and Justice R Subash Reddy on Monday granted time till July 1 to the railway and civic authorities to inform the court of the time required to complete the Sitaphalmandi overbridge-cum-flyover.
The PIL bench was dealing with a writ petition filed by advocate Wasim Ahmed Khan who complained that the construction began in 1999 and was still not completed. The petitioner said the inordinate delay was because the route did not attract VIP traffic, leaving the common citizens to suffer.
The petitioner stated that the authorities had given a deadline till March 2008 which was not met. He pointed
out that the other bridge near Jamia Osmania, which started around the same time, had become functional but the present bridge was not showing any signs of completion.
The rail overbridge-cum-flyover at Sitaphalmandi has been pending for over a decade. A two-lane ROB was originally proposed in 1996 by the erstwhile Municipal Corporation of Hyderabad.
The nine-metre wide bridge was estimated to cost Rs 4 crore and the contract was awarded to National Building Construction Company (NBCC).
Work was to be completed in 18 months, but NBCC could complete only track portion till 1998. As NBCC could not complete the works, the corporation cancelled the contract in 1998.
As the exercise involved acquiring 100 properties, the municipal corporation did not go further by awarding contract to other firms.
Due to pressure from locals and politicians, the corporation prepared revised estimates for the bridge for Rs 8 crore by increasing the bridge width to 12 metres and called for tenders in February 2005.
Due to various problems, the bridge would at least take five months for completion.
Last year GHMC officials served notices on contractors to complete works immediately. Despite the notices, five spans of the bridge are yet to be completed.
The ramp towards Chilkalguda is yet to be taken up. Ten properties towards Chilkalguda, including a temple property and one property towards English and Foreign Languages University are yet to be acquired.
“For completing the ramp, spans of the bridge and shifting of sewer lines and electrical lines will take another five months,” GHMC superintending engineer (projects) R Sridhar said.
