Building Penalty Scheme Deadline Extended

The state government has extended the deadline for the Building Penalisation Scheme and Layout Regularisation Scheme till May 31. There was mad rush at municipal offices throughout Wednesday, which was earlier fixed as the deadline for submitting applications.

However, with the Election Commission giving its nod, the municipal administration and urban development department extended the deadline by evening, much to the relief to the property owners.

The Maud secretary, Mr S.P. Singh, wrote to the EC seeking permission to extend the deadline saying that BPS and LRS were not welfare schemes but a special drive taken up to regularise unauthorised constructions.

However, the government cleverly delayed the extension of deadline till evening to enable the municipal corporation’s coffers to swell.

By evening, the total amount paid by property owners, both under BPS and LRS, had touched nearly Rs 200 crore.

“This is only the first instalment and another Rs 200 crore would be paid by the property owners during the disposal of the application,” said the GHMC chief city planner, Mr Purushothama Reddy. “This means that we will get Rs 400 crore in all.” Property owners were unaware of the government plan to extend the deadline and argued with municipal officials who rejected applications which were not accompanied by relevant documents.

There was commotion in circle-V office at Khairatabad as several applicants failed to bring photographs of the buildings to be regularised.

“Officials cannot accept applications without relevant documents and photographs of the buildings,” said the GHMC additional commissioner (planning), Mr Dhanunjaya Reddy.

More than 60,000 applications have been submitted for BPS and 10,000 for LRS so far.

Nearly 2,000 applications each were submitted in the 8 circle offices of the corporation on Wednesday, but the number touched 4,000 in Khairatabad circle office which covers many up-market areas.

Meanwhile, the Chief Election Officer, Mr I.V. Subba Rao, told mediapersons that the ban on transfers of officials had been relaxed on the government’s request.
