‘Toothless’ HUDA Seeks To Do Away With STPs

With dwindling revenues, especially after transfer of powers to grant building and layout permissions to the Greater Hyderabad Municipal Corporation (GHMC), Hyderabad Urban Development Authority is now planning to get rid of maintenance of sewerage treatment plants (STPs).
Huda has been spending nearly Rs 50 crore per annum on the maintenance of seven STPs constructed by it, but it is neither getting any government funds nor collecting any fee from colonies serviced by it. According to conservative estimates, the urban authority is spending Rs 4.50 per kilo litre for treating the sewage.
The STPs are located near Hussainsagar (with the capacity of 20 MLD), Miralam Tank (10 MLD), Pedda Cheruvu (10 MLD), Durgam Cheruvu (5 MLD), Saroornagar (2.5 MLD), Langar Houz (1.2 MLD) and Safilguda (0.6 MLD) are being run by Huda.
The Urban development authority has called for tenders last month to set up two more STPs, one on the Picket nala with a capacity of 30 MLD and another at Ranghadhamini Chervu with a capacity of 5 MLD.
The STPs service colonies located in the area. For instance, the Hussainsagar STP treats sewage from Balkapur channel and colonies near the lake.
The treated water is being released into the lake. Similarly, Durgam Chervu STP was constructed to treat sewage generated in Madhapur and surrounding colonies of the water body.
All the STPs are tertiary in nature, where the treated water can be released into the lakes directly.
Though Huda started construction of treatment plants 10 years ago, it has been maintaining them without any problem.
As revenues of Huda started dwindling since last year, the urban development authority is feeling the pinch now and doing a rethink on maintenance of the STPs.
For instance, Huda used to get nearly Rs 130 crore as building permission fee from builders. Now, the fee has come down to Rs 30 crore in the last 12 months.
“Earlier most of the STPs were in surrounding municipalities where they do not have sufficient funds. Since the surrounding municipalities were merged into GHMC, Huda is planning to hand over maintenance of the STPs to the corporation,’’ Huda superintending engineer S Mohan Reddy told ‘TOI’.
