Biometric System To Curb Malpractices In Land Registrations

Moving another step closer to curb malpractices in land dealings, the State Government has decided to implement bio-metric system in the Stamps and Registration Department from April 15 across the State.

Under the system, the photograph and the finger prints of the persons involved in the sale and purchase of lands and house sites would be taken electronically under Section 32-A of the Registration Act 1908. This would arrest bogus and double registrations.

The project was introduced in the Nalgonda district on an experimental basis in November last year and as it proved to be a success, the State Government has decided to introduce it in all sub registrars’ offices in the State.

As per the new system, the officials will take the photograph and the thumb impression of the people who come for registrations through the image archival system attached to a computer.

After taking the prints of the photo and the thumb impression from the computer, they would be attached to the documents.

The copies would also have the date, time and names of sellers and buyers along with the sub-registration office code printed on them.

Meanwhile, the State Government conducted workshops for the sub-registrars betwen March 11 and 15 to explain about the new system.

Even the software required for each sub-registrar’s office was given to them.

Speaking to Express, District Registrar K Samba Murty said the system was introduced by former commissioner of Registration and Stamps Department S K Sinha.

The pilot project had been started in Nalgonda district in November last year and 1,000 documents had already been registered so far, he said.
