Owners can set own date

Property buyers will soon be able to register newly bought houses, flats and land on dates of their choice. The Chief Minister, Dr Y.S. Rajasekhar Reddy, has approved the ‘registration by prior appointment’ concept proposed by the registration and stamps department, on the lines of the system in place for visa seekers. Trail runs are on and, if all goes well, the facility will be open to the public from February 15.

The facility will initially be made available at 38 district headquarters of the registration and stamps department including Hyderabad. The department has 387 offices across the state. Under the facility, a person seeking to register property can choose the registration office online (www.igrs.apgov.in) and book an appointment date. The department will provide a time slot to the applicant. The facility is only for submission of documents and registration will be done by the department if all documents are in order.

“The appointment will be only for handing over documents. If the documents are in order, registration will be done on first-come-first-serve basis,” a senior official told this correspondent. The department has decided to accept documents between 11 am to 1.30 pm on working days, with each applicant being given a slot of 15 minutes.” The department plans to handle 10 applications per day. “We are starting on an experimental basis and will improve the system depending on its success and shortcomings,” the official added.

The Chief Minister accepted the proposal submitted by the commissioner and inspector-general, Mr S.K. Sinha, to improve efficiency, check corruption and reduce rush. At present, some registration and stamps offices handle 60 to 70 documents a day and the numbers go up on auspicious days or a day before revision of rates.

This has overburdened staff and resulted in corruption in some places, with brokers and corrupt officials trying to make a fast buck by promising early registration. Dr Reddy has taken serious note of corruption in the department.
