Builders seek transparency in NOC issue

Builders in the twin cities are asking for a transparent and hassle-free process of issuing no-objection certificate for buildings taller than 18 metres. Given the red tapism and difficulties involved in obtaining the NOC, builders are of the view that speedy disposal should be the objective of new initiatives in the field.

“One should welcome online clearance as it provides easy access. Builders will not have to make rounds of the offices,” said Mr Yoganand of Manjeera Constructions. Inquiries revealed that the average time that the Airport Authority of India takes to issue a NOC is more than six months, against a week taken by GMR Hyderabad International Airport (GHIAL).

“We require time to clear the applications because the plans will have to be sent to the regional office in Chennai and from there to Delhi if necessary,” the Hyderabad airport director, Mr S.K. Singla, told this correspondent.

GHIAL has claimed that in the recent past, about 40 applications were cleared and the maximum time taken to issue NOC for construction in individual plots was five days. “In case the application pertains to areas of bigger size, the present clearance time is 5 days per acre,” said a GHIAL official handling the NOC cell. GHIAL already made the NOC process web-based but has not officially launched the site (http://noc.newhyderabadairport.com) for testing.

“The maximum permissible height (of a building) can be arrived at at the click of a mouse,” said Mr P.S. Nair, head (operations) GHIAL. “All that the applicants need to do is feed the coordinates and site elevation.” This will help builders know the permissible height even before preparing plans, he said.
