GHMC fails to blacklist even a single faulty realtor

The Greater Hyderabad Municipal Corporation (GHMC) has not blacklisted a single builder over two decades though more than 50,000 unauthorised constructions have come up in the city during this period.
The GHMC is authorised to blacklist builders if they break rules but the officials, clearly hand-in-glove with builders, have gradually buried the system.
The Hyderabad Urban Development Authority (Huda), which is also empowered to act against erring realtors and builders, has chosen to look the other way. Over 400 unauthorised layouts have come up right under its nose and the urban development body has not taken action. “In the past the system of blacklisting builders was not given due prominence,” said the GHMC additional commissioner, planning and projects, Mr K. Dhanujnjaya Reddy, by way of explanation.
“Henceforth we will ensure that it is strictly followed,” he told this correspondent. “After the BPS, no one will be allowed to construct with buildings by deviating from rules.” The AP Builders Forum blamed owners for the illegal constructions. “Skyrocketing land rates and pressure from owners to go for additional floors seem to be the main reason,” said the forum secretary, Mr Yoganand.
“We issue guidelines regularly to our members and ask them to strictly follow them,” Mr Yoganand said. “Builders who are not associated with us are violating norms.” GHMC officials blame it on shortage of staff in the planning section for not being able to curb the violations by builders. Officials said hardly any recruitment had been done even to replace those who retired during the last 30 years. Further, several other responsibilities have been added to the planning section, officials said.
As part of curbing the violations, the planning section will post approved plans on the official website. Forum for Better Hyderabad and Raksha are demanding that the GHMC must post each and every individual building plan on the website to ensure violations are curbed and buyers are not cheated. Some organisations are even planning to move court seeking stringent action against the erring builders.
