GHMC Videographers To Catch ‘Scheming’ Builders

Builders hoping to take advantage of the scheme of regularisation by undertaking unauthorised constructions before the notification in this regard is issued should give up such ideas. For videographers engaged by the Greater Hyderabad Municipal Corporation (GHMC) might spy on you and record any such illegal activities.
“Videographing of localities will begin in a day or two. The idea is to ascertain whether an applicant under the Compulsory Disclosure scheme did the wrong thing before the notification or not,’’ GHMC additional commissioner K Dhananjaya Reddy told TOI.
Buildings and structures raised illegally after the notification cannot be regularised under the new scheme. The videographing will help in identifying recent unauthorised buildings.
According to officials, the corporation has first thought of taking satellite pictures of various localities from the National Remote Sensing Agency (NRSA). It has reportedly written to the NRSA to provide satellite pictures. Both the NRSA officials and municipal administration are discussing the matter.
Since there is a delay in securing NRSA satellite pictures, the corporation has decided to go ahead with video recording.
The notification for the compulsory disclosure scheme for unauthorised scheme is expected to be released by the end of this week. The committee of officials have already prepared guidelines for the penalisation scheme and are waiting for final clearance from the municipal administration and urban development department. An ordinance making amendments to the existing laws has already been issued a few days ago.
While the notification is getting delayed, several builders and owners have started raising unauthorised floors and structures with the intention to get them regularised as per the new penalisation scheme. The builders and owners get two months to apply under the new scheme which is sufficient for constructing a building.
As there are chances of more illegal construction to come up, the corporation has decided to shoot the areas especially high-rise buildings and apartments. A public warning against raising illegal floors was issued by the GHMC a couple of days ago.
As per the estimation, about one lakh buildings with unauthorised structures and deviations are expected to be regularised in the scheme and it is expected to generate Rs 500 crore revenue.
