Building fines from Jan. 1

A building penalisation scheme (BPS) will be the government’s New Year gift to urban dwellers. The BPS would extend to all illegal and unauthorised structures that came up in towns and cities across the state after 1985 with December 15, 2007, as the cut off date.

A government order will be issued on January 1, sources in the municipal administration and urban development department said. A high-powered committee has prepared the draft rules and the department is finalising guidelines.

Penalties will range between Rs 60 and Rs 200 per sft for residential buildings and Rs 200 and Rs 600 per sft for commercial structures. For apartments, fines will be between Rs 10,000 and Rs 80,000 depending on the violations. A top MAUD official asserted that there was no question of revising the rates. “How can we revise the rates once the Cabinet has cleared them? I can only tell the people not to believe such false claims,” the official added. Buildings that did not comply with the fire safety norms would not come under the BPS purview. Structures constructed under the Revised Building Rules, 2006 too would not to be eligible under the BPS, the sources said.
