Govt mulls repeal of ULCA

The state government is reportedly under pressure to repeal the Urban Land Ceiling and Regulation Act (ULCA), mandatory for the release of 75 per cent of the nearly Rs 7,000 crore funds assured to the state under JNNURM (Jawaharlal Nehru National Urban Renewal Mission).

The state has already received nearly Rs 1,750 crore from the ministry of Union urban development to carry out various infrastructure and drinking water projects.

Source said the repeal of Urban Land Ceiling and Regulation Act is essential as the state has embarked on massive urban infrastructure projects including the Rs 8,500-crore Hyderabad Metro Rail project to ease traffic congestion in the city. They said officials are likely to prepare a resolution for repealing the Act before March 2008 to fulfil the criteria for receiving the remaining JNNURM funds this financial year.

The issue came up for discussion during a review meeting with chief secretary J Harinarayan on the progress of projects being taken up with JNNURM funds.

The ULC Act was introduced in 1976 with an intention to prevent concentration of huge tracts of urban land in the hands of a few people. Though the Centre scrapped it in 1999, it still exists in Andhra Pradesh and West Bengal as land is a state subject.

Last week, the Maharashtra government too repealed the ULC Act.
