Hyderabad Registration Office Digitised The Land Records

The Hyderabad Registration Office computerised land records dating from 1800 and people can access the same, writes M. Sai Gopal.
With the city emerging as a hot real estate destination, the demand for property has been quite unprecedented. In few years, the entire real estate scenario changed and this naturally brought into focus the importance of genuineness of land documents. And the Hyderabad District Registration Office has taken up the task of digitisation of its records to make the same available when needed by interested person.
“It is our responsibility to protect these age old documents and produce the records whenever it is necessary to the general public and also to the courts,” says Hyderabad District Registrar V. Srinivasulu.
On the ongoing digitisation of land registration records:
There are over 6,000 volumes of land registration records dating back to 1800s in the Hyderabad Registration office.
Till now, 50 per cent of these records have already been digitised and persons who want to take a copy of these records can get a scanned copy of the record in a CD.
This is the only registration office in the country to take up such a huge project of computerisation of land records. Once we succeed in our effort, we are hoping that this idea would be replicated elsewhere in the State and the country.
On the issue of growing nuisance of middlemen at various registration offices:
I personally feel that because of our own weakness, the business of middlemen is flourishing everywhere. People, especially in Hyderabad, are well aware of their basic rights and they have to start exerting their rights.
It is the right of the citizen to get whatever service we have to offer without paying any extra fee. However, they have this misconception that without the middlemen, officials will not complete a given work on time.
General public have every right to come directly to the officials concerned and ask for help than approaching the middlemen. If there is any problem, then the same can be brought to my notice.
On the CARD programme: (Computer Aided Registration Department)
It is another programme that has done a lot of good work for the general public. We are offering a slew of services like issuing encumbrance certificates, verification, pending files status, information on sub-registrar offices, duty rates and deed details among others from this website.
We launched this website about a year back and since then over four lakh people have visited the website.
This has become the most visited website among NRIs perhaps because of their growing interest in investing in the real estate in Hyderabad and elsewhere.
People sitting at homes, offices or even NRIs can now have access to the website for verification.
We have a dedicated data centre manned by professionals who keep on updating information on a regular basis. ‘ www.ap.gov.in/card’ or ‘http://igrs.ap.go.in’ are the website addresses.
On computerisation:
To make the paper work faster and efficient, most of our offices are already computerised. We are trying to make our workers more efficient so that services to the general public are extended on time.
Once again, I should make it clear that public should make it a habit to approach higher officials if they have any problems with officials manning various counters at registration offices.
They should stop preferring middlemen.
