Govt Nod For Suggestions On GO 111

The state government on Saturday accepted the recommendations made by a committee of 12 experts, which looked into the implementation of the GO 111 that seeks to protect the Osman Sagar and the Himayat Sagar lakes on the outskirts of Hyderabad, and has decided to invite public comments and objections before amendments are carried out.
The GO prohibits setting up of any industry in the catchment areas that can cause acidification within 10 km radius of the full tank level of the lakes. Thus, a strict interpretation of the GO would mean institutions like ISB, IIIT, Microsoft, Oracle, IBM, Bank of America, Franklin Templeton, Infosys, Wipro, TCS, Satyam, Infotech, UBS, Google, HICC and Gachi Bowli stadium should not have come up within the 10 km downstream of these lakes.
However, the state government, in view these institutions’ support toa vibrant knowledge economy in the state, wants to expand the economic activity in the area and at the same time ensure that environmental concerns are taken care of.
In view of that, a committee of 12 experts has been constituted, which has made several recommendations. The state advocate general too has concluded that the GO requires modification and that a new policy needs to be adopted. It is towards this end that the state government announced on Saturday that it accepted the recommendations of the committee.
One suggestion of the committee is that HUDA should be designated as the nodal agency to enforce the regulations and take action against the violators and develop a green belt in the prohibited zone. The state government has accepted this suggestion, sources said. Another recommendation of the panel that has been accepted by the state is that the city water supply and sewerage board should prepare a comprehensive integrated drainage system and action plan for scientific disposal of solid waste.
The water board should also set up a wing that would monitor the water quality and furnish periodical reports to HUDA for taking effective steps against the violators and for strict implementation of regulations.
According to sources, while accepting the recommendations of the committee, chief minister Y S Rajasekhara Reddy was of the view that economic activities should be carried out in a planned manner before fully taking care of environmental concerns. Therefore, it was felt necessary that public comments are invited before the final orders are issued, the sources added. 400 luxury high-rise residences with a potential RM300mil GDV.
