Board Of Approval Clears 2 Reliance SEZs and 31 Others

Reliance Industries Ltd’s 440-hectare multi-services special economic zone (SEZ) in Gurgaon, Haryana, on Tuesday received the formal approval from the inter-ministerial Board of Approval (BoA). Another proposal by RIL to build a 2,850-hectare SEZ at Rewas in Maharashtra got in-principle clearance.

Approval of three SEZ projects in Uttar Pradesh — DLF’s IT SEZ, Falcon SEZ and Perfect SEZ in Noida — were put off at the instance of the Mayawati government in the state, which sought a review of all SEZ proposals referred to the Centre by the previous Mulayam Singh government.

The government had earlier requested the Centre to withdraw clearance for the Anil Ambani Group’s SEZ project in Noida. That time, it had argued that the proposed SEZ did not adhere to the “contiguity” requirement under the rules.

Commerce secretary G K Pillai, who heads the BoA, said the board is awaiting response from the Maharashtra government and promoters of the 1,250-hectare Navi Mumbai SEZ - Mukesh Ambani and his associate Anand Jain — on the points raised in the report of the revenue department, the regarding steps required to secure the proposed zone as a “customs territory. The BoA had deferred a decision on this proposal in its May 31 meeting. The BoA gave formal approval to 24 SEZ proposals and in-principle clearance to nine, while it deferred decision on 11 other proposals.

The GMR group’s proposal for a 101-hectare SEZ connected to the greenfield Hyderabad airport that the group is building received the formal approval. The multi-purpose SEZ will also serve as a cargo hub for airlines. Also in Hyderabad, Wipro’s 40-hectare IT SEZ got the formal approval.

RIL’s proposal for the SEZ at Rewas is an ambitious project, located strategically at the last halt on the proposed Delhi-Mumbai dedicated railway freight corridor. The site is also near the Jawaharlal Nehru Port. According to officials, about 200 high-speed freight trains would run on the corridor, which will also link SEZs, industrial complexes and ports.

Among other proposals, financial services and real-estate firm IndiaBulls got the formal approval for its multi-product 1,214-hectare SEZ in Nashik, and in-principle approval for its 2,429-hectare multi-product zone in Thane. Two gems and jewellery SEZs of Gitanjali Gems in Maharashtra were also cleared. An SEZ promoted by a municipality in Guntur district of Andhra Pradesh also received approval.
